3. Purposes
3.1 To enhance Parents-School relationship and promote communication between Parents and Teachers.
3.2 To give opinions on school management and collaboratively improve pupils' welfare
4. Members
4.1.1 General Members: All parents/guardians of our pupils may apply for such membership. 4.1.2. Associate Members: The in-service headmaster and vice-headmaster of our school are automatically Associate Members.
4.1.3 Any in-service teacher who is also the parent of pupils, he/she can only join our association as an Associate Member.
4.2 General Members are entitled the right to speak, to vote, to elect and be
4.3 elected.
4.4 Associate Members are entitled the right to speak but not to elect any General Members. 4.5 Members must abide by the by-law of our Parent-Teacher Association and accept any resolutions passed in the General Assembly or by the Standing Committee. The annual fee per family is to be subscribed at the beginning of each academic year (except for all in-service teacher members).
4.6 Members must subscribe membership fee within two weeks. General Members are not entitled to any financial assistance. All Associate Members and teachers members do not have to paid the membership fees.
4.7 General Members are not entitled to any financial assistance.
4.8 Membership fee cannot be refunded.
5 Organization
5.1 The Parent-Teacher Association is formed by ‘The General Assembly’ and ‘The Standing Committee’
5.2 The General Assembly, furnished with supreme authority, is composed of all members. The Standing Committee will manage the business of the Association after the meeting of the General Assembly.
5.3 The General Assembly is called by the Standing Committee. If any occasion causes, the Standing Committee is entitled the right to call for Special General Assembly.
5.4 The General Assembly should be called upon at least once in each semester. During the first General Assembly, ex-chairman reports the annual report and the fiscal report of last year. He/She hosts the election of new members for the Standing Committee of the following year.
5.5 A Special General Assembly should be called upon after at least five of the new Standing Committee Members list out an agenda (in written form). The Standing Committee has to inform all the members to attend the Special General Assembly 20 days before the meeting. 5.6 There is a minimum requirement to have at least 30 members attending the General Assembly
5.7 There are 11 members in the Standing Committee. 6 of them are General Members and 5 of them are Associate Members.
5.8 The former General Members are entitled the right to nominate new General Members for the new Standing Committee of the following year.
5.9 The Principal should appoint Associate Members before the first General Assembly.
5.10 The first General Assembly Meeting should be called upon as soon as possible after confirming and introducing all new members of the Standing Committee at the General Assembly. Positions at the Standing Committee include:
- 5.10.1 One Chairperson (is elected from the General Members)
- 5.10.2 Vice-chairperson (is elected from the General Member r)
- 5.10.3 One Chief Secretary (is elected from the General Members)
- 5.10.4 Two Secretaries (is elected from the Associate Members)
- 5.10.5 One Treasurer (is elected from the General Members)
- 5.10.6 One Auditor (is elected from the Associate Members)
- 5.10.7 Two General Affairs and Recreation Staffs (One General Member and one Associate Member)
- 5.10.8 Two Personnel Relation Committees Members(One General Member and One Associate Member)
5.11 The term of office of the Standing Committee shall be two school years. Any vacancy occurring during such term shall be filled by the seventh highest votes out of all candidates. 5.12 The members of the Standing Committee can be re-elected.
5.13 Standing Committee members can appoint a group of people to organize assigned activity.
5.14 Not more than one member from the same family can the Standing Committee members.
5.15 If the numbers of votes of pro and con are the same, the chairperson can give one more vote to make the decision on affairs at the General Assembly.
5.16 All Standing Committee Members work on unpaid basis and without allowances.
6. Finance
6.1 All financial resources can only be utilized for the running of the Association, the welfare of its members and the benefits of school education.
6.2 The Treasurer is responsible for presenting the financial condition in every Standing Committee Meeting.
6.3 Treasurer is responsible for collecting the membership fees and other income and save them in bank. In order to withdraw the money from the bank, the check must be signed by two of the three Chairpersons and Vice-chairpersons, including one General Member and one Associate Member.
6.4 If there is any deficit of the Association's account, the deficit will be borne by all Standing Committee Members.
7. Auditing
7.1 An auditor is elected from the Standing Committee and is responsible to check the finance at least once in a year.
8. Revision and Dissolution
8.1 To revise the by-law, there is a minimum requirement to have at least 1/2 of the members attending the General Assembly or Special General Assembly.
8.2 If it comes to dissolve the Association, there is a minimum requirement to have at least 1/2 of the members voting in favor of the action. After dissolution, the assets of the Association, approved by the General Assembly, can be donated to the school or any charity organizations.
9. Recognized Parent-Teacher Association (RPTA)
Recognized Parent–Teacher Association (RPTA) (Northern Lamma School Parent-Teacher Association) is entitled to nominate a representative as a RPTA Manager or a Substitute RPTA Manager to the Incorporated Management Committee. The Substitute RPTA is entitled all the rights a RPTA Manager should have. Only if the RPTA Manager is absent from the meeting or no any RPTA Manager has been elected, should the Substitute RPTA Manager has the right to vote. The Substitute RPTA Manager needs to attend Incorporated Management Committee meetings. Their attendance is not counted however unless special occasions cause.
9.1 Qualification of nominated RPTA Manager
- 9.1.1 He/She is required to be a parent or a guardian of our students.
- 9.1.2 The nominated parents should not be one of the staff at school.
- 9.1.3 The nominated parents have the right to refuse the registration under Education By-law Article 30.
- 9.1.4 The Chairperson should not automatically become the RPTA Manager.
- 9.1.5 A parent may nominate oneself or another eligible candidate to stand for the election. The nomination form shall be returned within three days.
- 9.2 Qualification of voters
- 9.2.1 He/She is required to be a parent or a guardian of our students.
- 9.2.2 If the in-service teacher is also the parent of our pupils, he/she is qualified to vote.
- 9.2.3 Qualified voters have the right to vote.
- 9.2.4 PTA should distribute votes according to the number of parents at school instead of the number of families. Each parent should only have one vote.
- 9.3 Arrangement of election
- 9.3.1 The RPTA should organize the election.
- 9.3.2 The RPTA should ensure all legitimate nominees and voters.
- 9.3.3 All parents of the school have the right to vote and be elected.
- 9.3.4 No names are required during the election.
- 9.3.5 The election system is open and transparent.
- 9.3.6 The one who obtains the greatest number of votes will be nominated for registration as the parent manager whereas the one who obtains the next greatest number of votes will be nominated for registration as the alternate parent manager.
- 9.3.7 When two or more candidates obtain the same number of votes, a drawing lot shall be conducted.
9.4 Substitution of vacancies
- 9.4.1 If the pupils of the RPTA Manager is expected to leave school within the year, his/her term of duty can be remained until the term of duty finishes or the school year finishes.
- 9.4.2 If the RPTA Manager early resigns from the post, the PTA is required to re-elect another RPTA Manager within 3 months.
9.5 Dissolution of Manager
- 9.5.1 If it comes to dissolve the RPTA Manager, there is a requirement to vote in a former meeting and notify the Incorporated Management Committee in written notification.
- 9.5.2 The procedures should be the same as electing a Manager to legitimately adopt any proposal on the dissolution of a Manager.
